A fire-safety review for a Spanish warehouse should establish what operating conditions the property can support and what must change. The answer depends on goods, storage, processes, layout and the establishment's documented history. Visible extinguishers and an old certificate are not a complete assessment.
For a buyer or occupier, the useful output is a justified scope: applicable regime, information still missing, necessary works and conditions that must remain true during operation. This makes the findings usable in acquisition negotiations, design and budgeting.
Establish the regulatory timeline before pricing work
Royal Decree 164/2025 brought the new industrial fire-safety regulation into force on 10 May 2025. It contains different transitional treatment for existing establishments and qualifying projects already underway or in the approvals process. See the official decree, particularly transitional provisions one and two.
By September 2026, the six-month optional application window for certain licence applications has closed. Some earlier projects may still rely on the previous regime if they satisfy the stated conditions. The four-year maximum completion and commissioning period runs from the regulation's entry into force, not from a later acquisition.
Give the engineer the relevant project, application, licence and work-start dates. Ask for the applicable regime to be explained in writing. The building's age is useful context, but it does not by itself resolve the effect of later work or a changed operation.
Separate an ownership change from an operational change

A purchase alone is not the same as an instruction to rebuild the entire fire strategy to new standards. Equally, a new owner cannot assume all historical arrangements remain acceptable while changing the underlying activity. Ask the engineer to define the affected scope and distinguish construction requirements from ongoing maintenance and inspection duties.
Take that conclusion into the industrial acquisition review before finalising the adaptation budget or moving inventory into the property.
Provide an inventory and a layout, not a business label
Record the goods, packaging, maximum intended quantities, storage heights and methods, processes and work areas. Supply plans showing boundaries, adjoining occupancies, offices, exits and access. A general description such as logistics or manufacturing is not enough to establish the relevant scenario.
Imagine a unit previously used for metal components that will now hold heavily packaged goods on taller racking. The floor area and workforce could remain unchanged while the fire assessment changes materially. The review must use the new inventory and layout.
Mixed uses also need attention. The Building Code's DB-SI, revised in March 2025, coordinates its scope with industrial regulation and addresses certain storage uses. Ask the designer to identify the treatment of each relevant area rather than classify the entire property from its listing description.
Review compartmentation, structure and escape together
Request drawings that make the fire strategy understandable: separation between areas, doors, service penetrations and the protection of relevant structural elements. The integrity of an assembly depends on its junctions and openings as well as its main product.
Distinguish a material's reaction-to-fire classification from the fire resistance of an element or assembly. One does not automatically establish the other. Ask for the specification and evidence relevant to the installed system instead of relying on a broad marketing description such as fireproof panel.
Compare the planned escape arrangements with day-to-day circulation. Racking, loading positions and new equipment may alter the routes people can actually use. A proposed mezzanine should be included in the review from the outset, including its effect on the space below.
Examine active systems and the records behind them
Spain's active fire-protection installation regulation addresses installation, maintenance and inspection within its scope. Refer to the consolidated Royal Decree 513/2017, known as RIPCI. Equipment maintenance and inspection of the establishment are related but distinct processes.
Obtain the system inventory, installation information, maintenance records, inspection reports and unresolved findings. Assign each issue a responsible party and a means of verification. A servicing invoice for one type of equipment should not be treated as evidence for the entire fire strategy.
Before tendering additional systems, establish the enabling services and construction work they require. Include testing and documentation in the package. Otherwise a supply quotation can omit important work needed to deliver the designed outcome.
Turn conclusions into a comparable scope of work
Separate required adaptation, outstanding investigation and optional improvement. For each package, identify the design information, performance, quantities, interfaces and acceptance evidence. This allows bidders to price the same solution and helps the owner recognise scope gaps.
Bring the result into the industrial-building budget and the investment feasibility assessment. A compartment wall may affect storage capacity and workflow as well as construction expenditure. The business case should reflect those operational effects.
Maintain a file that matches the operation
Keep final drawings, system records, storage assumptions, maintenance information and subsequent changes together. Name the person responsible for escalating a new process, altered inventory or layout change for review. The documents need to remain connected to the building after handover.
Coordinate technical completion with the activity and commissioning procedures. To define an initial review, share the current and intended activity, area and available records. Include known project dates and planned alterations so the enquiry starts with the circumstances that determine the assessment.
