When you are budgeting a home in Spain from overseas, a foundation allowance can look like one straightforward line beneath the house price. It deserves closer attention. What is that allowance based on, what does it include, and which site conditions have actually been investigated?
A useful foundation price follows the ground information and the building design. If either is incomplete, the offer should tell you which assumptions remain. Treating an early allowance as a guaranteed cost can leave the rest of your funding plan exposed to work nobody has priced properly.
Understand the order of decisions
Spain’s CTE DB-SE-C connects geotechnical investigation to the intended building and places it early in the design process. The ground information can influence the type and level of foundation before structural design is completed.
For procurement, follow that sequence: commission the appropriate information, have the project designer define the solution, and then obtain prices for that design. A neighbour’s successful build may provide context, but it does not supply a complete specification for your own plot.

Keep three budget stages separate

The numbers may become more dependable as information improves, but the labels alone are not enough. Ask what documents underpin each figure. A fixed-looking total based on an unspecified foundation is less informative than a clearly qualified estimate.
Do not select footings, a raft or a deeper foundation solution from an online price menu. Ask the designer to identify appropriate options, if alternatives exist. Contractors can then price the defined options and explain the differences in programme and site operations.
Request the whole groundworks scope
Start by asking where the package begins and ends. Does it include setting out and excavation? Does it stop at completed structural foundations, or also cover associated floor preparation and other agreed work? Draw those boundaries against the main construction programme.
- Site preparation and access needed for the planned operations.
- Excavation, loading, transport and the agreed handling of excavated material.
- The designed foundation elements and their specified materials.
- Formwork, placing equipment and any identified specialist operations.
- Associated waterproofing or other protection allocated to this package.
- Coordinated service openings and interfaces with adjoining work.
- Required checks, records and handover to the next contractor.
This is a scope checklist, not a statement that every plot requires every item. Your technical team should identify what applies. The value is in preventing a necessary task from remaining unassigned between contractors.
Do not overlook access and spoil handling
Ask the contractor to explain how machinery and deliveries will reach the work area. Include actual access information in the tender pack, especially where roads, turning space or storage are constrained. If arrangements remain unresolved, ask for them to be priced as a separate decision.
For excavation, establish what quantities the quotation assumes and how the completed work will be measured. Ask what is included for material leaving the site and what records will accompany it. These commercial details can matter even when two contractors price the same structural drawing.

Coordinate protection and service routes
The CTE’s DB-HS covers moisture protection and, where applicable, protection against radon. Ask the project designer what the building requires and which contract package contains the corresponding work.
You should also know who coordinates below-ground service routes and planned penetrations before construction reaches the point where changes become disruptive. A foundation contractor, a plumbing contractor and a house manufacturer can each have a valid scope while leaving an interface unresolved between them.
If a manufacturer will install a prefab or timber structure, get the required handover information agreed before groundworks begin. Ask who checks completed geometry and levels and who formally accepts readiness for the next stage. Record the documents used for that check.
Agree how unexpected conditions will be handled
Ask for a clear change procedure before signing. Who reports a problem, who determines the technical response and who confirms the cost and time consequences? As an overseas owner, make sure your representative knows what they can approve and when you must be contacted.
Where quantities remain provisional, request the measurement method and any agreed unit prices for relevant foreseeable work. Keep a provisional allowance visible in the comparison. It should not silently become a fixed cost or an unrestricted authorisation to proceed.
Maintain a project reserve based on identified uncertainty and the advice of your team. A generic percentage cannot tell you whether a particular unresolved issue is adequately covered. Ask which investigations or design decisions would reduce that uncertainty before committing the main construction funds.
Close the phase with records
Agree inspection points with the appointed technical team and keep the relevant records, approved changes and updated drawings together. Photos can be useful, but your team should specify what needs documenting and how it supports the formal project record.

Keep the earthworks allowance distinct from the foundation elements. Where retaining walls are required, define their drainage, waterproofing and boundary constraints as part of the coordinated scope.
